I think that the main reason leaders in the Church keep priests in office when they offend is that the leaders are influenced by society. We still have a tendency in society to cover up problems and offenses. Bishops and Cardinals are influenced by the culture to act more like corporate leaders than like Apostles. So they do what many CEOs would do, cover it up.
